Instructions:

1. Press "Start" button
2. Click "Run..."
3. Type "regedit" + press enter
4. Navigate to "HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Explorer \ Advanced"
5. Create or modify "EnableBallonTips" (DWORD value)
   0 = Notification tips disabled
   1 = Notification tips enabled
6. Exit registry

Restart computer
